WWI Letter 1918 German Prisoner Of War WW I 1 POW WW1 N

An original World War One envelope that has a letter written on it.  On the envelope it says, "Prisoners Of War." The letter is dated 1918 from England.  The letter appears to be written in a European language, the person I bought this from says it is written in German.  I assume the writer is a German prisoner of war in England. The envelope has the send to address of a person in Syracuse, New York.  I'm not sure why a German prisoner of war would be writing to someone in America if that's what he was. 

The envelope has some tear marks the largest is around a couple inches, there is some pieces missing, it does not affect the reading of the letter, it looks like it takes out part of the return address.
